I got the info from my HR saying that If I give the notice period of 1 weeks (which is is complied to the company policy since I'm still in probation period), my salary will be held about a month.

Actually I plan to give a notice tomorrow (25/03/2011) and my last day will be on 31/03/2011. Normally my employer will pay the salary every 3rd of every month. But according to the HR, they will pay me the salary on 05/03/2011.

Did they have right to do this since I comply the company policy?

Better discuss and sort it out with your HR when you hand over the resignation notice.

I think it would be better to be a bit patient and wait for the payment. No point complaining to the Labour Department as it would take even longer time to get it settled.

May I know what is the maximum period the HR can hold my salary?

Under the EA (if you are covered by it), they are supposed to pay you on the last day. Go to the Labour Office and make a claim on 1st April if you really cannot wait.
