What legal action can we take against employee who failed/refused to conduct a proper hand over?
Can we deduct his/her salary or is there any other way to enforce it?

As far as Section 24 of the Employment Act is concerned, "proper hand-over" is not one of the conditions mentioned there. However, if hand-over concern company properties like car, computer or other like items, it should be easier for you to take action to recover them.
