Explanation Letter

Recently, my briefcase with pricelist and some office documents have been stolen from my car. And I had reported it to police and gave a copy of the police report to HR. However now HR issued a letter to me to sign up as wanting me to responsible for any leaks of company P&C issues. Besides that, they said it is a misconduct as it is my negligence to lose the documents. They now want me to sign the letter as well as want me to write an explanation letter to them.

However I don't think it is my fault and it is wrong for them to demerit me in any way since I don't wish to have my things get stolen as well. What should I do?

Give them your explanation accordingly but don't sign the letter if it wants your to admit your fault. There is nothing to stop them from take action against you, but after the result of their action like demotion, dismissal etc is known then you can seek redress if you think their decision is not fair. For the moment just wait and see.
