Let say after I resign my boss decided to hold my salary until I get the tax clearance letter. Should I report to the labour office ?

I think instead of going to the Labour Department, you can go to the Income Tax Department (LHDN) first to inquire about your clearance letter.

Under the Income Tax Act, the employer cannot release an employee's final salary until the employer receive a tax clearance letter from LHDN. So, your employer is not wrong to hold your salary pending tax clearance letter.
