Habitual Medical Time-off Slip to avoid Absence Without Official Leave

Hi Good day,

I'm currently in a HR & Admin Dept.

I have a problem with a few employees where they tend to have low attendance rate.

they provide HR Dept medical time-off slip (1-2 hours) to apply for annual/ unpaid leave, so that their absence could not be categorized as AWOL. 

Is there any action that management can take to tackle cases as such?

Please advise.

Try to appointment company panel doctors and require all employees to seek medical attention in the panel clinics, this may help, hopefully.
