Employees complain Superior

Dear Sir,

The HR dept received complain from staff about their weird Superior that monitors the staff on every action and words spoken during work hours, example of complain received are:-

Cannot receive personal incoming calls, even if received cannot talk long

Cannot go toilet for too long minutes

Cannot bring handphone to toilet

Cannot be away from work desk for too long 


When HR dept receive complain from staff level against their Superior of high ranking,  is there any law or guide how to handle 'troubled superior'?

It is not weird, actually, hand phone use should be strictly prohibited during working time. If not controlled, working place will soon become market place.
