Unpaid leave

I was planned to take unpaid leave since my leave been pro rate. But HR decline my request and applied this act 

An employee may be granted No pay leave by the management under any one of the following circumstances:

  • Where employee has exhausted his/her available sick leave
  • Wheres an employee has emergency cases to attend to and he/she has not earned or has exhausted his/her accrued leave.

My question is the company has the right to decline workers to take unpaid leave? And what action can be taken.

Employees have no right to take unpaid leave. The company has the discretion to approve or not approve such application.
