Compensation for staff earning RM 2000 and below who wants replacement off instead of monetary payout

Hi Mr Siew!

This is really complex, the country is Malaysia - Johor Bahru.

We have a staff earning RM 2000 and below. She works during the weekend at an ad-hoc basis.

Sometimes she works 27 minutes, sometimes 3 minutes. 

Usually we pay her according to the OT rates under the employment law.

The question is, if she wants replacement off instead of monetary compensation,

1. Is it legal for us to do so?
2. If it is legal, how can we compensate her fairly so that we meet the bare minumum of the OT rates stated in the employment law but in the form of replacement off?
3. She has requested us to compensate her as such: every 1 minute of overtime, we should compensate her 3 minutues of replacement off.
