Unfair treatment in work place

i had this issue in my work place where i feel that my boss is giving unfair/unequal treament among department member.

When confronted on my KPI, he said that there is no individual KPI but there is only departmental KPI. when i asked to see the departmental KPI he start giving excuses and in the end, he did not show it to me.

when i asked about the low salary increment, he said that my performance is not up to standard but when i asked him what is his basis of evaluating staff performance, he start giving uncessary advice and excuse again. 

as im actually not a big favor of my boss, and there is no basis of evaluating staff performance. Does this consider as unfair/unequal treament in work place?
