Salary Deduction for being late

Can an employer deduct the employee's salary for the time the employee is late? Eg. if the employee is one hour late, can the employer deduct one hour of his salary?

BTW, we are in Sarawak and the employee is paid a monthly salary.

I don't see any reason why employer should pay someone coming late for work besides taking disciplinary action against him.

So it should be alright to do deduct his salary since we cannot find any other better disciplinary action?

And at the moment we do not wish to terminate his services as he is in a middle of a project and the project is at it's crucial stage.

If in situation like this, our company are using thumbprint machine for attendance record, if the time record only show time in but not time out, can we consider the staff as half day work??
