Half Day Leave

We are a small company consists of <10 employees, so no HR department from the set-up day until now. The working hours is Monday to Friday 9:00 to 5:30PM (lunch time 1-2pm) & Saturday 9:00 to 1:00PM.

All these while if employee apply half day leave, working hour will be as follows:-

On leave half day afternoon - working hour from 9.00 am to 1.00 pm ( 4 hours)

On leave half day morning - working hour from 2:00 pm to 5.30 pm ( 3.5 hours)

Due to certain employee too often take leave on morning and come in to work in afternoon (2:00 to 5:30pm), other employees complaining not fair as afternoon working hour only 3.5 hours. Can the management changed the working hour for afternoon starts at 1:30 pm to 5:30pm (so become 4 hours)? Will this change against labour law?

Another question - If employee take leave on saturday, under labour law is consider 1 day leave, right?

There are many companies that don't practice half day leave policy. They treat all half day leave as one full day leave. Your staff should be quite thankful to be able to enjoy half day leave convenience. If your staff complain too much, change your leave policy to like that of those companies. Not a good thing to extend the working hours for the afternoon half day leave. Leave taken on Saturday, will be treated as one day. Whatever it is, have a clear leave policy in your company.
