staff always like to take emergency leave and mc

hi, just wonder if a staff who act as sales always have an excuse to come late to work; mc; take emergency leave;  what kind of action shall we taken against her if 2 warning letter already been issued to her ?

we have even deduct lateness penalty from her salary, but still she remain unchanged ? pls adv any other suggestion to control this kind of staff instead of terminate them ?

Take disciplinary action against them. Hold a domestic inquiry under Section 14 of the Employment Act and mete out the appropriate punishment.

Thanks for your guidance, anyway could you pls advise the procedures to conduct a domestic inquiry ?
